Legate Counsel

Public affairs · Ukraine

In Ukraine, the decisions that matter are made in a small number of rooms. We are in them.

When a matter turns on the state — a law, a regulation, a ruling, a permission — we are the firm that moves it. The access took years to build and cannot be bought. We hold it at every level, and we use it for one client at a time.

Bring us the matter

What we do

We operate across the whole of the Ukrainian state — the Verkhovna Rada, the Cabinet of Ministers, the ministries, the regulators, and the offices where their decisions are truly taken.

  • Government relations

Direct standing with the people who decide. Not introductions. Standing.

  • Public policy

We shape policy and regulation while they are being written — not after they bind you.

  • Political counsel

We read the board several moves ahead and place our clients where they win.

Few firms can move a matter through the Ukrainian state. This is one of them. What we take up, we carry to the result.

Standing

Access in Ukraine is not bought and it is not sold. It is built — over years, through results — and it is held by very few. This firm is among them, at every level that decides a matter.

We act for a small number of clients. The work is never discussed; the results are never advertised. Those who need this firm already know how to reach it. The rest is by introduction.

What Legate means

Legate

Latin · legatus

In Rome, a legatus carried the authority of the one who sent him — empowered to speak, to decide, and to act in his name, with the weight of the state behind him. The word descends from legare, to send with a commission, and shares its root with lex, the law. A legate did not ask. He acted.

That is the relationship this firm offers. A matter placed with us is taken up under mandate and carried with our client’s authority behind it — and ours behind theirs. We do not counsel from the sidelines. We move.

The name is the most precise account of how we work. It is also the only one you will be given.
